I think she is. One genjutsu each turn basically ensures you can stun one character permanently, AND deal 30 damage to a random enemy. Then she has another stun for 3 turns for 2 gen - so effectively, if you get a bit lucky, you can stun 2 characters permanently with one.

I've noticed that when I play with her, it's really easy to keep the enemy stunned forever, and the same goes for the other way around.

Yea but not everyone lucky with her. Maybe the damage decrease or cooldown increase solve the problem.

agreed her skills should deal at the most 20 damage and not stun, her third skill needs to be a boost the improves skills allowing a stun or something. a build just like sakura ( her one rival in the show as i remember) and just like how naruto and sasuke are similar in builds

I don't think she's op. She definitely has that annoying, binary nature to her though, where you either roll the exact chakra you need and dominate, or you're a sitting duck, kinda like Lee and Gaara.

I don't think so, she's definitely not like Gaara. And Lee is not like Gaara, either, he has plenty of good lower dmg skills.
Anyhow, it feels really easy to get that one genjutsu chakra. I never felt like she is just a sitting duck, seems like I always get that gen.
