I really like the concept, perhaps add more cooldown to Air Support to balance it out a bit.

Don't really like the idea of buffing your team by 5. I think it would work much better if you just made it add a paper upon the use of ANY type of skill instead of the 5 damage buff on allies. And also make it so that any non affliction damage on an ally, applies one paper to the attacker. But make it last 3 turns and have a cooldown of 5
i would make skill 2 ad 3 papers.
for skill 3 i recommend lowering the initial damage from 15 to 10, then adding the ability for this skill to bypass invulnerability. Also i would set its cooldown to 0
overall interesting idea 6/10

Nice char.
I think that air support could turn another skill after used with low cost and add 1 paper on enemy, cause her focus is use the explosive paper, and one tai and one nin not come so easy.

7.5/10 she can be have more 1 skill after use air support to have damage...
