Impossible Missions

Why are some missions available to players at a certain rank, but players are unable to complete them at that rank? "Haku Returns" is available at Chuunin, but Zabuza isn't obtainable until Missing Nin. "Coming Out of Retirement" has this same problem; Missing Nin does not have any usable Kazekage. However, the worst of them is "The Hot Blade of the Cloud" because, at least with the other two, the other mission goals are doable. For this one though, both missions goals are to win with Cloud Ninja, and once again, Missing Nin doesn't have access to any Cloud Ninjas at this rank. Why?

Because someone might have unlocked cloud ninjas or other chars and then reset their account. Another option is, someone might have bought that certain character.

For example, you were level 31, had all characters and then reset your account. Now new characters appear and you don't have to do lvl 31 again, just go to 16 and you can do the missions.

Or you were ANBU and had unlocked Kazekage Gaara, but dropped to Missing-Nin. You don't have to go back to lvl 21 to do Chiyo's mission, you can stay at Missing-Nin and still do it.

That's really lame, never made any sense

Currently, I don't think so. As for previous N-A, the reason was simple, and it was the order in which the characters had been released.

For example, a Jounin rank character gets released. Later, we get an ANBU ranked char whose mission was made to require the Jounin one's mission for anime reasons (i.e an Akatsuki requiring you to obtain a Shippuden char first, I think that was the case for Deidara)

Or an ANBU char gets released, but then we get another Jounin rank mission which becomes the requirement for the ANBU mission (I can't recall such situation, but wouldn't wonder if that had also been the case)

Another example, right now, you just have to use cloud chars for Atsui's mission. Now again, before Atsui, there were another cloud chars released and you had time to get them. Atsui's mission alone was supposed to be lower rank, but you could've gotten the cloud chars (*you can get your first cloud char only at a higher level than the first mission that requires you to use them) earlier and reset.

Basically, the reason is that the characters and missions were released continuously, and not all at the same time, so that's why it was messed up.

Not sure what's the reason now, but that's the initial one.
